NHRI won the bidding for safety assessment of the Red Flag Canal. NHRI Vice President CAI Yuebo attached great importance to this work, and led a working team, composed of experts with NHRI Departments of Materials and Structural Engineering and Dam Safety Management, Hohai University, Yubei Water Conservancy Survey and Design Institute and Administration of the Red Flag Canal Irrigation Area, for field investigation from May 9 to 13, 2017. On the afternoon of May 9, nearly 20 experts of the working team arrived at the site, visited the construction museum of the Canal and water diversion gates, and listened to the construction and management introduction made by the Administration. In view of the features of long irrigation lines and short investigation period, the working team was divided into two groups for general canal and main canal investigation, respectively. With the headwork set on the rock slope of Houbiduan, Shicheng Town, Pingshun County, Shanxi Province in 1960s, the general canal reaches to the water diversion building at Hekou, Lin County, Henan Province, 70.6km away from the headwork. The general canal was constructed along the steep terrain with complicated geological conditions and without road access in most part of the general canal, which constitutes the important and difficult points of the safety assessment. Led by Vice President CAI Yuebo and Director HU Shaowei, the group of general canal investigation successfully met with another group of main canal investigation after 3 days’ hard work in the dangerous mountainous region on foot. The two groups made the detailed records of current situations of the Canal, high slope of both banks and key structures, and historical problems during the project construction and operation periods. On the evening of May 12, NHRI working team had an internal discussion, summarized the main problems found via field investigation, and reached to preliminary opinions. According to the internal discussion results, NHRI experts exchanged the opinions on safety assessment with the Administration and cooperative institutions. The emphasis of next step work was clarified, symbolizing the smooth accomplishment of this field investigation, and laying a good foundation for developing the on-site work plan of the next phase.
