On February 21, 2025, Department of Water Project Construction Management of Ministry of Water Resources (MWR) conducted a review meeting of the amendment working outline of the Technical Specification for Sluice Safety Monitoring, a technical standard of water sector jointly complied by Dam Safety Management Center (DSMC) of MWR, Nanjing Hydraulic Research Institute (NHRI) and relevant institutions in Nanjing. Approximately 30 persons attended the meeting, including responsible persons from Department of Water Project Construction Management and Department of International Cooperation, Science and Technology of MWR, Chinese Hydraulic Engineering Society, DSMC, and Center for Metrology and Standards of NHRI, invited experts, and representatives from pertinent institutions involved in the compilation.

LV Yan, Director of Department of Water Project Construction Management of MWR chaired the meeting. She emphasized that the amendment of this technical specification is an important measure for standardizing sluice safety monitoring, supporting sluice management agencies and competent departments to access sluice safety status in a timely manner, ensuring the safe operation of sluices and giving full play to the benefits of sluice projects. Also, she required related institutions to apply expert views and proposals in full so as to fulfill high-quality amendment on time. ZHOU Jingwen from the Chinese Hydraulic Engineering Society, representing Department of International Cooperation, Science and Technology of MWR, introduced the background information of this amendment and outlined detailed requirements for standard compilation.

YANG Yuanyue, Deputy Director General of DSMC, extended his gratitude on behalf of all participating institutions to Department of Water Project Construction Management of MWR and pertinent authorities for their long-term concerns and support towards DSMC regarding the technical standard compilation. DSMC will adhere strictly to relevant regulations and requirements, diligently advance the standard compilation process, and implement expert valuable views and proposals one by one when revising and improving the working outline and draft of the standard, to ensure the high-quality completion.

The review expert panel included MWR former Chief Engineer WANG Hong, and experts from North China University of Water Resources and Electric Power, Huaihe River Commission, WMR Information Center, Changjiang River Scientific Research Institute of Changjiang Water Resources Commission, Yellow River Engineering Consulting Co., Ltd, Suzhou Administration of Taihu Basin Authority of MWR, Nanjing Automation Institute of Water Conservancy and Hydrology of MWR, Jiangsu Provincial Department of Water Resources, and Guangdong Research Institute of Water Resources and Hydropower. The panel listened to the relevant reports from chief drafting institution, carried out in-depth discussions on the working outline and draft, proposed concrete opinions and suggestions on revision, and reached a consensus to approve the working outline.
