During May 20 and 27, 2024, LIU Liuyan, Director General of Dam Safety Management Center (DSMC) and Vice President of Nanjing Hydraulic Research Institute (NHRI), Ministry of Water Resources, China, led a delegation to visit Laos and Vietnam, and had meetings with Bouathep Malaykham, Director General of Department of Energy Industry Safety Management, Ministry of Energy and Mines, Laos, Phonepaseuth Phouliphanh, Secretary General of Lao National Mekong Committee Secretariat, Ministry of Natural Resources and Environment, Laos, Hoang Van Thang, Chairman, Vietnam National Committee on Large Dams and Water Resources Development, Nguyen Thanh Bang, Deputy Director General, Vietnam Academy for Water Resources, and Nguyen Nghia Hung, Vice Director of Southern Institute of Water Resources Research, Vietnam, on the implementation effectiveness of relevant projects under the framework of the Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022) in the field of dam safety management and new cooperation potentials.
LIU Liuyan reviewed the efforts of DSMC and NHRI in supporting technical capacity building and safety assurance for dam safety management in Mekong countries in the first Five-Year Action Plan by the joint accomplishment of Lancang-Mekong Hydropower Station and dam Safety Management Technology Sharing and Capacity Building Project, Dam Safety Information Management Demonstration Project, Action Plan for Dam Health Examination in Lancang-Mekong Countries, Construction and Demonstration of Dam Safety Guarantee System in ASEAN Countries, etc. Measures, such as hosting training courses on hydropower station and dam construction and safety management, sharing technical standards for Chinese reservoir dam safety management, conducting health examinations for Mekong reservoir dams and basic dam information management system construction and demonstration, have been taken to enhance dam safety management capacity in Mekong countries
Counterparts in Laos and Vietnam expressed their gratitude to DSMC and NHRI for the their help in improving dam safety management capacity and their needs of further improving the national dam safety management laws and regulations and technical standards system, examining dam safety and health thoroughly and comprehensively, upgrading and improving the intelligent level of dam safety management information system, and establishing a long-term mechanism for dam safety technical discussions and talent training.
The both sides agreed to further enhance cooperative research to jointly address the risks and challenges posed by climate and environment changes to the safety of reservoir dams.
In addition, the delegation formed a joint working group with Department of Energy Industry Safety Management, Ministry of Energy and Mines, Laos to inspect the dam safety management and operation of Nam Link 1-2 HPP invested and operated by China International Water & Electric Corp.
The delegation also conduct field investigation on the dam safety operation and informatization of Nam Ou Cascade HPPs constructed and operated by PowerChina, and on the construction and management of Hoa Binh HPP dam in Hoa Binh Province and urban sluices in Ho Chi Minh City, Vietnam.
