On May 26, 2022, Department of Hydrology, Ministry of Water Resources (MWR), China, hosted a review meeting for the compilation working outline of a national standard, Technical Guideline of Ecological Flow Determination and Assurance for the Yangtze River Basin and Its Southern Region, chiefly drafted by NHRI via video link. SU Qingpeng, consul of MWR Department of Hydrology, NI Li, deputy director-general of MWR Department of International Cooperation, Science and Technology, and DAI Jiqun, vice president of NHRI attended the meeting. An expert panel was composed of invited well-known experts in related fields from MWR Department of Water Resources Management, Changjiang River Scientific Research Institute, Pearl River Water Resources Commission, Taihu Basin Authority, CAS Nanjing Institute of Geography and Limnology, Nanjing Institute of Environmental Science, Ministry of Ecology and Environment, Wuhan University, and Nanjing University.
SU chaired the meeting on behalf of the standard presiding body. NI emphasized that leaders of the Ministry had attached great importance to the national standard compilation, listened to compilation progress reports several times, and required high-quality compilation. She also highly affirmed the preliminary work progress, and clearly put forward the compilation time requirements on the national standard. DAI thanked the departments of the Ministry and participating agencies for their great support and close cooperation, respectively. He required the compilation team to accelerate its work in accordance with the requirements of the leadership of the Ministry, to ensure the completion of high-quality national standard.
LIN Jing, deputy director of NHRI Department of Hydrology and Water Resources made a comprehensive report on the 6 aspects of compilation background and necessity, relevant laws and standards at home and abroad, preliminary work process, standard framework, tasks division and schedule arrangement and opinions collection within the Ministry regarding to the compilation working outline and preliminary work progress of the national standard. The invited experts unanimously agreed to pass the review of the working outline, and put forward suggestions and suggestions to improve the standard draft. SU made a summary that the compilation team should revise and improve the working outline and draft according to the review expert opinions, accelerate the follow-up work and complete the compilation as scheduled.
The meeting witnessed more than 50 attendees, including technical responsible persons and backbones from participating agencies, i.e. General Institute of Water Resources and Hydropower Planning and Design, Hohai University, Hydrology Bureau of Changjiang Water Resources Commission, Changjiang River Scientific Research Institute, MWR & CAS Institute of Hydroecology, Nanjing Research Institute of Hydrology and Water Conservation Automation, and Pearl River Hydraulic Research Institute, and representatives from NHRI Departments of Scientific Research Management and Hydrology and Water Resources.
