On May 16, 2022, NHRI organized a kick-off meeting acting as an implementation plan demonstration meeting as well both online and offline (in Nanjing) for the project of Accurate Diagnosis and Visualized Elimination Technology and Equipment for Deep Buried Diseases in High Dams, a key special project of Major Natural Disaster Prevention and Control and Public Security under the National Key R&D Program in the 14th Five-year Plan period.
Director MA Minggeng from Department of Science and Technology for Social Development, Ministry of Science and Technology (MoST), Director ZHANG Xian and project manager PENG Xueting from China 21st Century Agenda Management Center, Deputy Director-General ZHANG Wenjie from Department of Water Project Operation Management, Ministry of Water Resources (MWR), Deputy Director JIN Xuhao from MWR Department of International Cooperation, Science and Technology gave their instructions via online meeting. Eleven experts from an Advisory Group (AG) of the project, including Senior Engineer WANG Hong, CAE member ZHANG Jianyun et al., project leader and NHRI President CHEN Shengshui, and NHRI Vice President DAI Jiqun attended meeting. The meeting witnessed the attendance of more than 120 people in total, including leaders from NHRI relevant management and research departments, sub-project leaders and technical backbones.
DAI made a speech on behalf of the project undertaker. He expressed that NHRI would strictly comply with relevant management regulations and requirements on integrated organization and implementation of the national key R & D program, earnestly fulfill the legal person responsibilities of the institution undertaking the project, and strengthen the whole process management, supervision and inspection of the project, to safeguard the all-around achievement of the assignments and targets of the project. MA Minggeng, ZHANG Xian, ZHANG Wenjie and JIN Xuhao, on behalf of projects administration authority, professional agency of projects management, end user and water industry authority, respectively, made explicit requirements on the implementation management of the key special project and the promotion of industrial technology innovation and advancement. Project leader and sub-project leaders respectively made reports on such issues as research background and targets, key scientific and technical problems to be solved, major assignments, expected results, indicators for performance appraisal, technical routes and work schedule.
Focusing on research targets, the AG gave concrete opinions and suggestions after a sufficient discussion on the scientificity, advancement, rationality and feasibility of key technical problems to be involved by the project and sub-projects. Such matters as how to effectively strengthen project integrated implementation and management, assignments connection of sub-projects, “milestone” assessment items, project data sharing and exchange, communications of major issues were also discussed. The meeting laid an important foundation for further improvement of the project implementation plan, promotion of the orderly implementation of research assignments, and smooth achievement of project targets.
The project is the first one led by NHRI after MoST’s introduction of "an open competition mechanism to select the best candidate to lead key research projects”, with tight schedule, heavy assignments, great difficulties and high requirements. The project will be jointly undertaken by 10 institutions, i.e. NHRI, China Institute of Water Resources and Hydropower Research, POWERCHINA Huadong Engineering Corporation Limited, CISPDR Corporation, POWERCHINA Guiyang Engineering Corporation Limited, Tsinghua University, Sinohydro Foundation Engineering Co., Ltd., Yellow River Survey, Planning, Design and Research Institute Co., Ltd., China Renewable Energy Engineering Institute and Changjiang River Scientific Research Institute.
Focusing on the core needs of the rehabilitation of high dams and large reservoirs, the project sets 5 sub-subjects, i.e. (1) Prediction theory and method of disease and disaster processes of high earth and rockfill dams; (2) Prediction technology and method of disease and disaster processes of high concrete dams; (3) Technology and equipment for detection, diagnosis and elimination of deep buried diseases in high earth and rockfill dams; (4) Technology and equipment for detection, diagnosis and repair of invisible cracks in high concrete dams; and (5) Safe and efficient emptying technology and its intelligent control system for high dams and large reservoirs. Relevant researches will be of great value to eliminate the hidden risks of high dam diseases and safeguard the operation safety of high dams and large reservoirs.
