On Mar. 28, 2022, NHRI organized a kick-off meeting acting as an implementation plan demonstration meeting as well both online and offline (in Nanjing) for the project of Hydrological Effects of Environmental Change and Water Resources Prediction for the Water Conservation Area of the Yellow River Basin, a key special project under the National Key R&D Program in the 14th Five-year Plan period.
Eleven experts from an Advisory Group (AG) of the project, including CAE members ZHANG Jianyun, DING Yihui and WANG Hao, Senior Engineer GAO Er’kun, ZHANG Wang, project manager of China 21st Century Agenda Management Center, JIN Xuhao, Deputy Director of MWR Department of International Cooperation, Science and Technology, and DAI Jiqun, Vice President of NHRI were present at the meeting. More than 120 people, including project leader WANG Guoqing, sub-project leaders, technical backbones, and other relevant NHRI management staff, attended the meeting.
DAI made a speech and read out the appointment document of the AG at the meeting. He expressed that NHRI would strictly comply with relevant management regulations and requirements on integrated organization and implementation of the national key R & D program, earnestly fulfill the legal person responsibilities of the institution undertaking the project, and strengthen the whole process management, supervision and inspection of the project, to safeguard the all-around achievement of the assignments and targets of the project. ZHANG and JIN, on behalf of the professional agency of projects management and water industry authority, made explicit requirements on the implementation management of the key special project and the promotion of industrial technology innovation and advancement, respectively. Project leader and sub-project leaders respectively made reports on such issues as research targets, key scientific and technological problems to be solved, major assignments, expected results, indicators for performance appraisal, technical routes and work schedule.
Led by NHRI, the project will be jointly undertaken by China Institute of Water Resources and Hydropower Research, Bureau of Hydrology and Yellow River Institute of Hydraulic Research, Yellow River Conservancy Commission, CAS Institute of Geographic Sciences and Natural Resources Research, CAS North-West Institute of Eco-Environment and Resources, Hohai University, Beijing Normal University, Zhejiang University, and University of Electronic Science and Technology of China. The project sets 5 sub-subjects, i.e. (1) Multi-Source Data Fusion and Evolution of Key Hydro-Ecological Elements; (2) Hydrological Effects of Environmental Change and Attribution Identification of Runoff Change; (3) Mechanism of Interaction Between Ecological and Hydrological Processes and Attribution Analysis on Eco-Environment Evolution; (4) Distributed Model Coupling Hydrological Cycle and Ecological Process for Water Resources Prediction; and (5) Trends Evolution and Risk Management of Water Security and Ecological System. Relevant researches will be of great significance to safeguard water and ecological security of the Yellow River Basin and support the high-quality economic and social development of the Basin.
After a sufficient discussion on the scientificity, advancement, rationality and feasibility of the key technical problems to be involved by the project and sub-projects, the AG gave concrete opinions and suggestions. Such matters as how to effectively strengthen project integrated implementation and management, assignments connection of sub-projects, project data sharing and exchange, communications of major issues were also discussed. The meeting laid an important foundation for further improvement of the project implementation plan, promotion of the orderly implementation of research assignments, and smooth achievement of project targets.
