On Apr. 20, 2022, NHRI organized a kick-off meeting acting as an implementation plan demonstration meeting as well both online and offline (in Nanjing) for the project of Technologies and Equipment for Integrated Control and Emergency Response of Flood Disasters in Lower Reaches of Yangtze River, a key special project of Major Natural Disaster Prevention and Control and Public Security under the National Key R&D Program in the 14th Five-year Plan period.
WANG Shunbing, deputy director and PENG Xueting in charge of the special projects management, with the Administrative Center for China’s Agenda 21, and JIN Xuhao, deputy director with the Department of International Cooperation, Science and Technology, the Ministry of Water Resources, China were present online and gave instructions to the meeting. Fifteen experts of the project’s Advisory Group (AG), including Prof. HU Siyi, CAE members ZHANG Jianyun, TANG Hongwu and HU Ya’an, NHRI Chief Engineer, attended the meeting. More than 120 people, including leaders from NHRI relevant management and research departments, project leader, sub-project leaders and technical backbones attended the meeting.
Chief Engineer HU made a speech and read out the appointment document of the AG at the meeting. He expressed that NHRI would strictly comply with relevant management regulations and requirements on integrated organization and implementation of the national key R & D program, earnestly fulfill the legal person responsibilities of the institution undertaking the project, and strengthen the whole process management, supervision and inspection of the project, to safeguard the all-around achievement of the assignments and targets of the project. WANG Shunbing and JIN, on behalf of the professional agency of projects management and water industry authority, made explicit requirements on the implementation management of the key special project and the promotion of industrial technology innovation and progress, respectively. Project leader and sub-project leaders respectively made reports on such issues as research backgrounds and targets, key scientific and technological problems to be solved, major assignments, expected results, indicators for performance appraisal, technical routes and work schedule.
Focusing on the research backgrounds, the AG gave concrete opinions and suggestions after a sufficient discussion on the scientificity, advancement, rationality and feasibility of the key technical problems to be involved by the project and sub-projects. Such matters as how to effectively strengthen project integrated implementation and management, assignments connection of sub-projects, project data sharing and exchange, communications of major issues were also discussed. The meeting laid an important foundation for further improvement of the project implementation plan, promotion of the orderly implementation of research assignments, and smooth achievement of project targets.
Led by NHRI, the project will be jointly undertaken by other 9 institutions, i.e. Water Resources Development and Research Center, the Taihu Basin Authority, CISPDR Corporation, China Anneng Group Second Engineering Bureau, Hohai University, Jiangsu Surveying and Design Institute of Water Resources Co., Ltd., Anhui Survey and Design Institute of Water Resources & Hydropower Co., Ltd., MWR Science and Technology Promotion Center, Donghua University, and RichWay Beijing. Sticking closely to the core needs of flood control in the lower reaches of the Yangtze River, the project sets 5 sub-subjects, i.e. (1) Flood Disaster Coping Capacity Resilience Evolution and Collaborative Design of Cross-Regional Flood and Waterlogging Control Standards in the Lower Reaches of the Yangtze River; (2) Technologies for Layout, Functional Optimization and Classified Management of Flood Storage and Detention Areas; (3) Technologies and Equipment for Accurate Location Detection and High-Performance Rapid Disposal of Dike Leakages; (4) Technologies for Integrated Monitoring and Forecasting of Flood Disasters and Dispatching with Multiple Information; and (5) Development and Demonstration Application of Flood Disaster Panoramic Analysis and Social Control Platform. Relevant research findings will be of important value to enhance the systematic control and emergency response capacity of flood disaster risks in the lower reaches of the Yangtze River under the changing environment, and to strengthen the resilience of flood control and disaster mitigation.
