Seminar on Technical Standards Co-building for Green Hydropower Successfully Held in Hangzhou

On May 12, 2021, the Seminar on Technical Standards Co-building for Green Hydropower, based on the 2021 Asian Cooperation Fund Project of Multilateral Sharing and Capacity Building of Technology for Green Hydropower Development, was successfully held in Hangzhou by Nanjing Hydraulic Research Institute (NHRI). The seminar was held in the form of “offline meeting and online live broadcast” with two sessions, i.e. experts’ presentations and standard co-building discussions, co-chaired by Mr. WU Xiufeng, Deputy Director of NHRI Hydraulic Engineering Department, and Mr. LIN Ning, Division Chief of National Research Institute for Rural Electrification, MWR. Six experts at home and abroad, from POWERCHINA Huadong Engineering Corporation Limited, POWERCHINA Kunming Engineering Corporation Limited, National Research Institute for Rural Electrification, MWR, Hohai University, Ministry of Mine and Energy of Cambodia, and Institute for Hydropower and Renewable Energy, Vietnam, gave presentations. More than 80 officials, researchers, technicians, teachers and students from 19 countries including Afghanistan, Angola, Bangladesh, Cambodia, Ecuador, Egypt, Ethiopia, Georgia, Indonesia, Kenya, Laos, Malaysia, Mongolia, Nepal, Pakistan, Rwanda, South Africa, Tanzania, Vietnam, and Zambia attended the on-line seminar.

In the presentations session, Mr. HUANG Bin, Deputy Director of Environmental Protection Division, POWERCHINA Huadong Engineering Corporation Limited, gave a presentation titled Green Hydropower Development Concept and Case Study, introducing the green development concept, designing and development requirements of hydropower stations in China, and shared relevant cases. Mr. DONG Dafu, Deputy Director of National Research Institute for Rural Electrification, MWR delivered a lecture titled Modernization and High-Quality Development for Green Small Hydropower (SHP), which introduced new challenges faced by SHP, technology modernization and upgrading, green and sustainable concept and the goal for high-quality development, and also displayed the approaches of technology modernization and high-quality development of green SHP in China. Mr. WU Cheng, Chief Engineer of Environmental Institute, POWERCHINA Kunming Engineering Corporation Limited, made a presentation titled Thinking and Practice of Green Development of Hydraulic Energy in Mountainous Rivers, which introduced the green hydropower development of mountainous rivers, took Huangdeng Hydropower Station as an example to expound the principle and structure of fish lifting system, and advocated the wisdom of low carbon and utilization of sponge resilience to promote the development of green hydropower. Prof. WEN Xin from Hohai University made a presentation titled Study on Scheduling Mode and Capacity Matching of Ten Million Kilowatt Wind-Solar-Hydro Hybrid Power System, which introduced the improvement of forecast accuracy, the change of optimal operation mode of hybrid system, and the strengthening of optimal configuration of the wind-solar-hydro power system. Mr. Sethirom Huon Samrach from Cambodia and Mr. Nguyen Ngoc Tuan from Vietnam respectively introduced the development status and prospects of their countries in the field of green hydropower development.

In the session of standard co-building discussions, participants carried out heated technical exchanges and cooperation discussions. Participants from Georgia, Afghanistan, Vietnam and other countries gave their comments and suggestions successively and briefly introduced the status and co-building requirements of green hydropower standards in their own countries.

Finally, Mr. XU Jincai, Director General of National Research Institute for Rural Electrification, MWR, summarized the seminar. He looked forward to the broad prospects of green hydropower development in the future, and expressed the willingness to cooperate with participating countries on green hydropower.

With enthusiastic response, the seminar achieved positive results, enhanced common understanding about Chinese policies, concepts, technical standards and practices of green hydropower development, and promoted the multilateral cooperation including technical standards co-building in the fields of water resources utilization and green hydropower development among the Mekong countries and the countries of the Belt and Road Initiative. It also further deepened the friendship and cooperation among the participating countries.
