Visit the Taihu Lake Model

On August 31, 2020, LU Guihua, Vice Minister of Water Resources, visited NHRI Center for River and Lake Protection and Treatment at Wuxi. WU Wenqing, Director-General of Taihu Basin Authority, NHRI President CHEN Shengshui, Party Secretary DUAN Hong, and Vice President LI Yun accompanied his visit.

At the Center, Vice Minister LU Guihua looked over the electronic sand table and the model of the Taihu Lake, and learned in detail the operation of the model measurement and control systems, including wind-generating system, water circulation system, water environment detection system, hydrodynamic measurement and control system, and network communication and automatic control system. He also listened to a report on recent research using the model and future research plan. Vice Minister LU Guihua gave full recognition to NHRI’s model construction, key technology and theoretical research, and center construction. He then made instructions for future development of the Center. First, it is necessary to be accurately positioned. NHRI should make full use of its complete Taihu Lake model, adhere to problem orientation, strengthen experimental researches on lake governance, scientifically answer questions related to the Taihu Lake governance, provide valuable and high-level consulting reports for government agencies, and increase its say on lake governance through scientific experiment conclusions. NHRI need to strengthen its research and scientific planning at the three levels of macro-strategy, basic research and applied research, achieve research results with great practical values, and cultivate a group of experts and authorities proficient in the Taihu Lake issues, thus providing scientific basis for decision-making on water governance of the Taihu Lake Basin. Second, it is necessary to integrate resources and strengthen collaboration based on the Taihu Lake model so as to work coordinately on the Taihu Lake research and governance. Taihu Basin Authority and NHRI should strengthen cooperation with relevant government agencies and outstanding enterprises in the basin, and proactively carry out studies on water governance system. They should give full play to their respective advantages, work coordinately, and actively prepare for the construction of the Key Laboratory of Water Governance of the Taihu Lake Basin so as to serve the lake governance and protection as well as the national strategy of integrated development of Yangtze River Delta. They should actively promote the application of advanced technologies such as virtual reality, big data, and artificial intelligence, combine numerical simulation with in-situ observation and model tests, focus on key areas and problems, strive to achieve more fruitful results and train more talents, and continuously improve their influence regarding river and lake governance. Third, it is necessary for NHRI to strengthen operation and management of the Center, perfect the river and lake governance platform, and use and manage well the model. NHRI need to strengthen talent training, boost research power, upgrade research team, add more test equipment, improve test conditions, and accelerate research progress, to achieve valuable research results as soon as possible.

Relevant leaders and experts from Taihu Basin Authority, government agencies of Wuxi city, and NHRI participated in the investigation and discussion.
