National Monitoring and Supervision Platform for Reservoir Dam Safety
Recently, flood exceeding the warning water level occurred in the basins of the Yangtze River, the Huai River and the Taihu Lake, generating serious flood control situation. On July 19, MWR Dam Safety Management Center (DSMC) convened a special meeting on flood control arrangement to implement the spirit of the series instructions on flood control and disaster relief by General Secretary XI Jinping and the decisions and arrangements of the Ministry of Water Resources (MWR). According to the Work Procedures for Emergency Response to Flood and Drought Disaster Prevention (Trial) issued by MWR, it was decided to enter the emergency watch status immediately. Professionals were set on duty of 24 hours to conduct on-line safety monitoring of 67 major large reservoir dams, among which 17 reservoirs are directly managed by MWR and 50 by provinces, utilizing the National Monitoring and Supervision Platform for Reservoir Dam Safety. Arrangements were also made for the persons on duty, logistics support, Platform operation reports, etc. On July 20, DSMC held a meeting of all staff, conducting a general mobilization for flood control and emergency response. Director-General SUN Jinhua chaired the meeting, and called for emergency preparedness and standing by at any time to rush to flood control fronts. At the meeting, Director-General SUN conveyed the instructions by YE Jianchun, Vice Minister of Water Resources, and the requirements by RUAN Limin, Director-General of MWR Department of Water Project Operation Management, regarding flood control and disaster relief, and guided all staff to study the Work Procedures for Emergency Response to Flood and Drought Disaster Prevention. Technical training on Platform operation procedures, 24-hour watch on fields and experts on duty were carried out as well. Staff on business trips attended the meeting via video.
