Guidelines on Safety Evaluation of South-to-North Water Diversion Middle Route Project Passes Experts Review

From June 30 to July 1, 2020, an expert review meeting on Guidelines on Safety Evaluation of South-to-North Water Diversion Middle Route Project was held in Beijing, organized by Construction and Administration Bureau of South-to-North Water Diversion Middle Route Project. Leaders and representatives from Department of South-to-North Water Diversion Project Management, and Planning and Design Administration of South-to-North Water Diversion Project of Ministry of Water Resources (MWR) attended the meeting. DAI Zhanqiang, deputy director-general of the Bureau, presided over the meeting, and LI Shuncai, deputy chief engineer of the Bureau, and other relevant department leaders of the Bureau attended the meeting. JING Maotao, deputy director-general of MWR Dam Safety Management Center (DSMC), Sheng Jinbao, DSMC chief engineer, and more than 10 representatives of the compilation team attended the meeting via video in Nanjing. MA Fuheng, project leader, reported the relevant situation and main contents of the Guidelines on behalf of the compilation institution.

Parallel Session at MWR DSMC

The expert group for the guidelines review was composed of nine well-known experts from MWR, Expert Committee of South-to-North Water Diversion Project, General Institute of Water Resources and Hydropower Planning and Design, Chinese Hydraulic Engineering Society, and China Water Resources Northeast Investigation, Design and Research Co., Ltd.. SUO Lisheng, former Vice Minister of Water Resources, served as group leader. After carefully listening to the report by the compilation institution and full discussion and consultation, the experts and representatives concluded the review opinions. As South-to-North Water Diversion Middle Route Project is a major national strategic infrastructure, in order to standardize the safety evaluation work, it is necessary to formulate the safety evaluation guidelines. The meeting noted that the compilation basis of safety evaluation guidelines was sufficient, the contents comprehensive, and the chapters arrangement generally appropriate. In addition, specific modification opinions and suggestions were put forward at the meeting.

At the end of the meeting, JING Maotao delivered a speech on behalf of the compilation institution, thanking the experts and representatives for their affirmation of the compilation achievement. The compilation team will revise and improve the Guidelines according to the experts' review opinions, and strive to issue and implement the Guidelines as soon as possible.

The total length of South-to-North Water Diversion Middle Route Project is 1432 km, in which the length from the Taocha Canal head to Beijing Tuancheng Lake is 1277km. Diverted from the Xiheishan Sluice, Tianjin trunk line reaches to Tianjin Outer Ring River outlet gate, with a length of 155km. A total of 2386 structures of various types are arranged along the middle route, which was officially put into trial operation on December 12, 2014. Due to the long route, numerous types and numbers of structures, complex engineering geological conditions and operation environment, many potential risk sources and huge difficulties in operation management of South-to-North Water Diversion Middle Route Project, safety appraisal is an effective means to master engineering performance in time, improve operation management and ensure water supply security. Therefore, entrusted by Construction and Administration Bureau of South-to-North Water Diversion Middle Route Project, MWR DSMC undertakes the compilation work of Safety Appraisal Method for South-to-North Water Diversion Middle Route Project and Guidelines on Safety Evaluation of South-to-North Water Diversion Middle Route Project. DSMC leaders attached great importance to the work, and a project team with JING Maotao as team leader and SHENG Jinbao as deputy team leader was established. Through typical field investigation, data collection and analysis, a differentiated and operable safety appraisal method has been proposed, and an annual safety assessment and a safety appraisal mechanism combining single item, special item, and comprehensive safety appraisal established. A systematic and hierarchical safety evaluation system and evaluation standards have thus been established. There are 15 chapters and 4 appendixes in the Guidelines with the main technical contents of engineering safety inspection, safety detection, safety monitoring data analysis, engineering quality evaluation, flood control capacity review, hydraulic review, seepage safety evaluation, structural safety evaluation, seismic safety evaluation, metal structure and electromechanical equipment safety evaluation, operation management evaluation and comprehensive safety evaluation. The promulgation and implementation of the Guidelines will provide a scientific basis for standardizing the safety appraisal work of the middle route project. Furthermore, the appraisal results will provide a decision-making basis for project operation scheduling and water delivery stoppage maintenance, so as to reduce the risks during project operation period and ensure the safety of project operation and water supply.
