On October 30, 2020, the Administrative Center for China’s Agenda 21 organized a mid-term inspection meeting in Nanjing on Key Technologies and Applications of Reservoir Dam Safety Diagnosis and Smart Management (2018YFC0407100), a key special project of the National Key Research and Development Program Efficient Development and Utilization of Water Resources. Based on reviewing relevant information and listening to the report on the project research progress, phased results achieved, assessment indicators completion, academic outputs, fund usage, existing problems and solutions, and the next phase work plan presented by project leader Prof. SHENG Jinbao, the expert panel believed that phased tasks had been completed and goals achieved in accordance with the task assignments. Some phased landmark achievements have been achieved, including a complete set of technology of multi-source information intelligent acquisition terminal for reservoirs dams, dynamic modelling and massive multi-source heterogeneous information visualization technology based on BIM platform, hydraulic structure disease intelligent diagnosis system and deterioration evolution intelligent prediction modelling, dam safety diagnosis indicators and early warning criteria in big data environment, and intelligent analysis and early warning system for the national dam safety based on big data. The panel suggested that each task team should further focus on the overall project goals, strengthen the verification and integration of research and development results and the condensed summary of landmark achievements, and promote the demonstration and application of the project results.
Mid-term Inspection Meeting
Right after the mid-term inspection meeting, an internal discussion was held within the project team. Each task manager mainly introduced the current research progress, existing problems, research emphasis and working ideas of the next stage. Project leader SHENG, in response to the problems and deficiencies found in the mid-term inspection, deployed the follow-up research work as following in combination of all the introductions. The first was to further strengthen the exchanges of information and results, improve the information and results sharing mechanism and platform, give full play to the academic guidance and technical control role of the project consulting expert panel, focus on the research of key scientific issues and key technologies of the project, and avoid low-level duplication. The second was to carry out the investigation, data collection, demand analysis, and field testing of pilot projects as soon as possible to ensure the results implementation. The third was to strengthen the national platform and system research and development by fully relying on the national large-scale reservoir dam safety monitoring and supervision platform, and integrate the dam safety smart management decision-making system, the national large-scale reservoir dam safety real-time monitoring database, and the national reservoir dam safety supervision cloud service platform through dam testing and practical application in Huanneng Lancang River Hydropower Inc., so as to support strong supervision in water industry. The fourth was to focus on the smart management connotation of "Thorough perception, comprehensive interconnection, deep integration, extensive sharing, intelligent application, and ubiquitous service" from the project perspective, and condense and integrate the results and academic outputs that are in a scattered state of points, lines and areas by each task’s focusing on the overall project objectives and the assessment indicators of the task assignments.

More than 40 backbones participated in the meeting and discussion from Nanjing Hydraulic Research Institute, China Institute of Water Resources and Hydropower Research, Hohai University, Tianjin University, Huaneng Lancang River Hydropower Inc., Changjiang Institute of Survey, Planning, Design and Research, Changjiang River Scientific Research Institute, Sichuan University, Lab of Internet of Things of Chinese Academy of Sciences, and Nanjing R&D Information Company.
