2018 International Symposium on Dam Safety and Risk Management Successfully Convened in Nanjing

2018 International Symposium on Dam Safety and Risk Management was successfully convened in Nanjing during Oct. 24th and 26th, 2018. LIU Weiping, Chief Engineer of MWR addressed the opening ceremony on the morning of Oct. 24th. AN Yaohui, Counsel of the Third Bureau of the Chinese Academy of Engineering (CAE), and Satoru Ueda, Lead Dam Specialist of Water Global Practice of the World Bank Group (WB), made addresses as well. SUN Jinhua, Director-General of Dam Safety Management Center (DSMC) and Vice President of Nanjing Hydraulic Research Institute (NHRI), delivered a welcome speech on behalf of organizers and implementing agencies of the Symposium. JING Maotao, Deputy Director-General of DSMC, presided over the opening ceremony.

On the occasion of the 30th anniversary of DSMC, the Symposium was co-organized by DSMC, Academic Division of Civil, Hydraulic and Architectural Engineering of CAE, WB, and NHRI. Focusing on the theme of Dam safety and Risk Management, more than 200 worldwide scholars, experts, officers, exhibitors and students from 13 countries and regions, such as Switzerland, France, Finland, England, Canada, Laos, Vietnam, China, etc., and from international organizations, such as WB, the International Commission on Large Dams (ICOLD), etc., took part in this Symposium.

There were 14 keynote speeches at the plenary session on Oct. 24th. Darbre, Commissioner for Dam Safety, Deputy Head of Supervision and Safety, Swiss Federal Office of Energy, Switzerland, Key Technological Problems in the Dashixia Concrete Faced Gravel Dam and Countermeasures by CHEN Shengshui, Vice President of NHRI, Risk-Informed Dam Safety Management in World Bank’s Operations by Alessandro Palmieri, Former Lead Dam Specialist, WB, Concerns on Safety Management for Dam Construction and Operation by JIA Jinsheng, Secretary-General of Chinese National Committee on Large Dams, Technical Innovation and Development of High Earth and Rock-fill Dams by ZHANG Zongliang, Vice President, Chief Engineer, Kunming Investigation and Design Institute, and Power Construction Corporation of China, Dam Safety Along Dam Life Cycle by Patrice Droz, Technical Director of Stucky SA. The keynote speeches were co-chaired by CHEN Shengshui, Vice President, NHRI, Satoru Ueda, Lead Dam Specialist, Water Global Practice, WB, CAI Yuebo, Former Deputy Director-General of DSMC, and Alessandro Palmieri, Former Lead Dam Specialist, WB.

On Oct. 25th, 5 parallel sessions were held with topics of Dam Safety and International Cooperation, Long-Term Guarantee for Safety of Reservoir Dams, Small Dam Safety, Deep-Water Detection and Reinforcement of Dams, and Academic Forum of Graduate Students. There were 45 reports presented at the parallel sessions, discussing and sharing the issues and research findings of dam safety management strategy and international cooperation under new environmental and social framework, such as dam functions and socio-economic development, dam lifespan, decommissioning and ecological restoration, risk assessment, management and emergency plan, detection, diagnosis and correction of dam deficiencies, underwater detection and rehabilitation of dam deficiencies, emergency detection, early warning and response, reservoir sedimentation and management, intelligent monitoring and management of reservoir dams, and regulations and technical standards of dam safety management. During the Symposium, the annual meetings of Water Management Committee, Chinese Hydraulic Engineering Society, and Reservoir Dam and Nuclear Power Submarine Engineering Technical Committee, China Diving & Salvage Contractors Association were held.

The post-symposium technical tour was undertook on Oct. 26th. The participants visited the Sanchahe Water Gate, one of the key projects in the Integrated Environmental Improvement Program for the Qinhuai River in Nanjing, Water Experiment Center at Tiexinqiao, one of the six Water Research and Development Bases of NHRI, the Jinniuhu Reservoir Dam, the largest reservoir dam in Nanjing, and Jiangsu Flood Control and Emergency Response Training Center, a unique flood control and rescue exercise site at provincial level in China.
