At 11am of Sept. 30, 2016, Deputy DG of Water Resources Department of Tibet Autonomous Region (TAR), Zaxipingcuo, announced the start of river closure for the Laluo Water Project in Tibet by the Xiabuqu River, a first grade tributary of the beautiful Yarlung Zangbo River. At 11:45am, the upstream cofferdam successfully closed in the boom of dozens of construction machineries. NHRI Jiangsu Kexing Project Management Co., Ltd. (JKPMC) is responsible for the supervision of the project construction. Representatives with TAR government, leaders of TAR Water Resources Department and owner, and JKPMC General Manager XU Zhifeng were present at the closure site, witnessing the exciting moment with local representatives. Media like CCTV and TARTV made a live report on river closure.
The successful river closure, which has laid a solid foundation for the achievement of the project goals of smooth water storage for irrigation and power generation, symbolized the construction of the Laluo Water Project, one of the key 172 MWR water projects with the largest investment in TAR entered into a critical stage of dam body construction.
The total estimated investment of the project, with a max. dam height of 61.5m and an average elevation of 4300m, is RMB4.698 billion. The construction of the project possesses the features and difficulties of high altitude anoxia, huge annual temperature difference between -24℃~28℃, remarkable efficiency drop of machineries, low construction efficiency of workers, tight effective construction period (8-month construction period per year) , varieties of construction expertise and complexities of geological conditions. Since April 2015 of entering the project site, JKPMC site supervision team has carried forward the spirit of arduous struggle, and overcome the difficulties of physical discomfort and harsh construction environment so as to guarantee the effective control of engineering quality, safety, schedule and investment with work passion and professional technology. By giving full play to its role as a bridge, JKPMC site supervision team worked closely with owner, construction and design companies, solving the key problems such as blasting quality of discharge tunnel and optimizing the concrete pouring process in the tunnel which effectively sped up the construction and ensured the smooth closure ahead of schedule by bold innovation and overcoming difficulties.
In the next step of work, the supervision team of the Laluo Project in Tibet will continue to exert the water conservancy spirit of “Dedication, Responsibility and Factualism” to further improve the supervision service and results by basing upon its own duty, and make new contributions to the construction of the Laluo Water Project in Tibet.
