National Training Workshop on Enhancing Hydrological Business Management Capacity Held in Nanjing
From May 7 to 9, 2026, National Training Workshop on Enhancing Hydrological Business Management Capacity was held in Nanjing, Jiangsu Province. The workshop was sponsored by Department of Hydrology (DH), Ministry of Water Resources (MWR), and organized by Nanjing Hydraulic Research Institute (NHRI). Mr. LIU Zhiyu, Director General of DH, and Ms. LI Jing, Deputy Director of DH, attended the opening ceremony and delivered speeches. Mr. DAI Jiqun, President of NHRI, gave an opening address.
The training aimed to thoroughly implement the important discourse on water governance by President XI Jinping, comprehensively improve hydrological business management capacity under the new situation and accelerate the modernization of hydrology. The workshop invited renowned experts and leaders from the industry to give lectures. Among them, Mr. ZHANG Jianyun, academician of Chinese Academy of Engineering, gave a special lecture entitled New Characteristics of Flood Control and Disaster Mitigation and Transformation of Hydrological Forecasting Approaches. Mr. LU Guihua, member of the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), Deputy Director of the Population, Resources and Environment Committee, Standing Committee Member of the Central Committee of the China Democratic League, and former Vice Minister of Water Resources, delivered a lecture on water governance practices and hydrological development in the new era. Director General LIU Zhiyu gave a lecture on accelerating hydrological modernization through high-quality development. He systematically elaborated on the overall thinking and goals for hydrological modernization during the "15th Five-Year Plan" period in light of the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, and put forward clear requirements for ensuring the high-quality development of hydrology cause through high-standard management. Experts from Science and Technology Committee and Department of Planning and Programming, MWR, Science and Technology Committee of Changjiang Water Resources Commission, NHRI, and Peking University delivered lectures on key areas including national water network planning and construction, hydrological infrastructure planning, hydrological emergency monitoring technologies, new monitoring devices and methods, and hydrological legal system development.
During the on-site teaching session, participants visited Ecohydrology Experimental Center of NHRI and National Hydrological Metrology Station, where new technologies and equipment for hydrological monitoring were systematically introduced. The participants observed live demonstrations of rainfall radar, sidescan radar, and other equipment. During group discussions, participants shared opinions and suggestions on hydrological modernization based on the characteristics of hydrological work in their respective provinces.
The successful holding of the workshop was highly recognized by DH, and all participants. The trainees stated that the workshop featured strong teaching staff, clear theme and rich contents, which clarified directions and paths for local hydrological modernization and highquality hydrological development.
A total of 32 leading cadres from the water resources (water affairs) departments (bureaus) of provinces, autonomous regions, and municipalities directly under the Central Government, as well as from Hydrological Department of Xinjiang Production and Construction Corps, participated in the training.
