NHRI Delegation Visits Mexico and Brazil

From Nov. 24 to 30, 2025, LIU Liuyan, Director-General of Dam Safety Management Center (DSMC), Ministry of Water Resources, China and Vice President of NHRI, led a delegation for construction and operation maintenance of water-related projects on a visit to Mexico and Brazil for technical exchanges and field investigation. During this period, the delegation successively had discussions with Agustin Breña, Dean of Institute of Engineering, UNAM and Rodrigo Murillo Fernández, Deputy DG of CONAGUA in Mexico, and Luiz Alkimin de Lacerda, Senior Manager, Research, Development and Innovation, LACTEC, Enio Verri, Director-General of Itaipu Binacional (Brazil), and Alexandra da Silva Belini, Manager of Dam Safety Center, Itaipu Parquetec in Brazil.

LIU Liuyan introduced the latest progress made by NHRI and DSMC in areas such as reservoir dam safety management, smart dam construction, safety monitoring, forecasting and early warning, digital twin technology in water conservancy, reservoir emergency plans, and risk control. He also shared insights on the new challenges faced by reservoir dams in the context of climate change and socio-economic development, as well as corresponding countermeasures. ZHANG Shichen, Director of Reservoir Management at DSMC, provided a systematic overview of the current state of reservoir dam safety management in China and the relevant legal, regulatory, and institutional frameworks. SUN Feng, Level-5 staff of NHRI International Cooperation Office, presented the general situation and development direction of NHRI's international cooperation.

Relevant institutions in Mexico and Brazil extended their sincere welcome to the delegation and expressed their hope to establish a mutual exchange mechanism. They aim to deepen cooperation in areas such as safe dams, smart dams, and eco-friendly dams through academic exchanges, reciprocal visits by scholars, joint research, and sharing of achievements. This collaboration is intended to jointly address challenges such as climate change and dam aging, thereby comprehensively enhancing the resilience and risk management capabilities of reservoir dam projects.

This visit has deepened mutual understanding between NHRI and relevant institutions in Mexico and Brazil in the field of water-related engineering. It has expanded cooperation in reservoir dam safety, technological innovation, and intelligent construction, laying a solid foundation for jointly building a vision and advancing actions toward high-quality reservoir dam safety development with Latin American countries.
