Project of Key Technologies and Application of Reservoir Dam Safety Diagnosis and Intelligent Management Passes Performance Evaluation

On Mar. 18-19, 2022, NHRI organized a performance evaluation meeting online and onsite for the project of Key Technologies and Application of Reservoir Dam Safety Diagnosis and Intelligent Management under the National Key R&D Program in the 13th Five-year Plan period. An expert panel, composed of the nationally renowned experts including WANG Hong, former Chief Engineer of the Ministry of Water Resources, China, and CAE members WANG Fuming, DENG Mingjiang, LI Shucai, ZHANG Zongliang, conducted the performance evaluation for the project. NHRI Vice President DAI Jiqun made a speech at the meeting. More than 80 people attended the meeting, including project leader SHENG Jinbao, subject leaders, technical backbones, and other relevant NHRI management staff.

Led by NHRI and comprised of 6 subjects, the project saw three and a half years of joint research participated by 9 other domestic institutions, including Tianjin University, Hohai University, China Institute of Water Resources and Hydropower Research, Changjiang Surveying, Planning, Design and Research Co., Ltd., Huaneng Lancang River Hydropower Co., Ltd., Changjiang River Scientific Research Institute, Sichuan University, CAS Computer Network Information Center, and Nanjing R&D Hydro-Information Technology Co., Ltd.

At the meeting, SHENG, project leader, introduced the project overview and overall implementation, and then respective subject leaders made detailed reports on subject overview, implementation, major achievements and their applications, and fund expenditure. The panel carefully reviewed relevant documents and considered, after inquiries and discussions, that the scheduled tasks and performance indicators had been achieved. The panel believed that each subject had done well in organization, management and talent training, and fund been used reasonably. It was considered that each subject had reached its expectations, thus contributing to the realization of overall project goals. It was unanimously agreed that all the subjects passed the performance evaluation.

Relying on the representative hydropower projects in the Lancang River Basin, aiming at ensuring the safety of reservoir dams, and taking engineering disaster prevention and mitigation as a breakthrough point, the project has made a series of innovative achievements on the performance evolution test equipment and intelligent diagnosis technology of large and complex hydraulic structures, mutual feed simulation of dam structure and service environment and key technologies of intelligent monitoring, and key technologies for dam safety diagnosis and early warning based on big data, which will provide scientific and technological support for further improving China's dam safety guarantee system and strengthening the four measures of forecasting, early warning, rehearsal and emergency response plan, and guarantee the safe operation and comprehensive effectiveness of reservoir dams in an all-around manner, with high scientific value, broad application prospects, and remarkable social, economic and ecological benefits.
