NHRI President ZHANG Jianyun delivers an address

TDWR DG SUN Xianzhong delivers an address

On May 2, 2017, a 12-person delegation led by DG of Tibet Department of Water Resources (TDWR) SUN Xianzhong visited NHRI. NHRI President ZHANG Jianyun, Vice Presidents CAI Yuebo and DAI Jiqun, and directors with relevant NHRI departments attended the meeting, and the discussions on water science and technology aids to Tibet Autonomous Region were held.

President ZHANG Jianyun chaired the meeting, and introduced NHRI basic information and NHRI’s aids of water science and technology to Tibet since the 12th Five-Year Plan. On the aid demands presented by TDWR DDG A Song, Vice President CAI Yuebo introduced the technical aids results during the 12th Five-Year Plan and next step work plan.

DG SUN Xianzhong briefed the basic information of water resources in Tibet, aid progress of recent years and work plan of water science and technology this year, and expressed his heartfelt thanks to NHRI for its aids contribution over the years. According to the 12 tasks in 4 major categories to be undertaken by NHRI, assigned by MWR Aid Work Plan for Tibet in the 13th Five-Year Plan, DG SUN brought forward the requirements on aid contents with the focuses on the development of instruments and equipment, operation management of hydrological infrastructure, monitoring techniques of water projects, project supervision and management, small hydropower development and staff training and exchanges, and gave concrete suggestions on the key work of science and technology in 5 aspects to be carried out in the next step.

President ZHANG Jianyun made responses to the water science and technology aid demands raised by DG SUN Xianzhong and DDG A Song. President ZHANG said NHRI would comprehensively implement MWR Aid Work Plan for Tibet in the 13th Five-Year Plan by specifying personnel, measures and time schedule according to the 12 tasks in 4 categories, and shifting the aid idea from pure aids to “self-hematopoietic function”. NHRI will provide the better aid and cooperation platforms for capacity building, infrastructure, instruments, engineering technology and project management in Tibet, respectively. All-round cooperation researches on hydrological monitoring technology, climate change, water ecological environment, water resources disaster prevention and mitigation capacity, cross-border river planning will be carried out to promote the water and hydrological technical level and professional level of Tibet via the joint application of the national major programs. The training and exchanges will be enhanced by means that researchers from Tibet can directly join NHRI research projects, and outstanding NHRI researchers will be timely dispatched to Tibet. Meanwhile, an Academician Work Station of Hydrology will be set up in Tibet to better promote the studies on flood forecasting, climate change and water resources management.

During the meeting, a strategic cooperation agreement was signed between Tibet Hydrology Bureau and Nanjing Automation Institute of Water Conservancy and Hydrology.
