Kick-off Meeting of 7 Key Special Research Projects of the National Key Research and Development Program Held at NHRI

On Oct. 22-24, 2017, the kick-off meeting of 7 key special research projects of 2 national key research and development programs Efficient Development and Utilization of Water Resources and Security of Marine Environment undertaken by NHRI was held at NHRI. The 7 special projects are Key Technology to Safeguard High Earth and Rockfill Dams Construction and Long-Term Safety under Complex Conditions, Water-Sediment Variation of the Yangtze River Estuary and Safety of Major Engineering, Assessment and Risk Management and Control of Unconventional Water Resources Development and Utilization, Key Technology to Safeguard Coordinated Safety of Water-Energy-Food, Technology of Capacity Upgrading and Safety Assurance of Water Delivery Projects of Long Distance in Cold Areas of High Altitude, Technology and Equipment of On-Line Monitoring of Hydrological Elements of Rivers, Lakes and Reservoirs, and Technology of Fine Forecast and Safety Assurance and Assessment of Marine Engineering Dynamic Environment.

The meeting saw the attendance of 47 experts from other institutions, such as DENG Xiaoming, DDG of Department of S&T for Social Development, MoST, LI Ge, DDG of Department of International Cooperation, Science and Technology, MWR, WANG Hang, DDG of Management Center of Chinese 21st Century Agenda, and LIN Xueyu, CAS Member, and MA Hongqi, ZHENG Jianlong and WANG Fuming, CAE Members, of the project advisory panels, and leaders from NHRI. More than 300 participants attended the meeting, which was presided over by NHRI Vice President DAI Jiqun, Deputy Director of Key Special Project Management Office.

NHRI President ZHANG Jianyun addressed at the meeting, on behalf of project undertaker, that NHRI would strengthen the whole process management and supervision of projects to ensure the comprehensive realization of the project objectives. DDG DENG Xiaoming made explicit requirements on the implementation and management of key special projects, and promotion of industrial S&T innovation and progress from the 4 aspects of “Remain true to our original aspiration and keep our mission firmly in mind; Cooperate sincerely and strive to the best; Clarify responsibility and strengthen management; Stand firmly on the present and look to the future”. DDG LI Ge stressed that during the projection implementation, NHRI should emphasis on research for practical use, overall coordination and personnel training, give full play to expert consultancy, and make breakthrough in common key technology of urgent needs of water industry development so as to continuously provide powerful technical support and services. DDG WANG Hang pointed out that the professional management organizations of key special projects, and project leading institutions and participating institutions should implement and manage the projects according to relevant requirements of regulations, responsibility division and scientific laws, and put forward concrete requirements and suggestions on how to enhance the integrated organization and implementation of projects, manage and supervise the projects by project leading institutions and realize the objectives of the projects. NHRI Vice President SUN Jinhua read out the appointments of 7 project advisory panels, and 7 project leaders introduced the general situation and implementation schemes of the special projects.

In 2016 and 2017, NHRI attached great importance to application of key special research projects. 11 special projects, with nearly 50 topics in total, have been approved and funded till now, which have laid a solid foundation for NHRI’s Innovative Development Planning During the 13th Five-Year Period and for a Long Term.
