Vice Premier Wang Yang inspects the Yangtze Levees and speaks high of the team's operations.

Water level of the Yangtze has been on alert at Jiujiang section, Jiangxi Province since 3 July with the peak reached 21.66 on 9 July, posing great challenge to the levees of the Yangtze and Poyang Lake.

NHRI provided crucial technical assistance at the frontier of flood control at the request of the Chinese Ministry of Water Resources and State Flood Control and Drought Relief Headquarters (SFCDRH). Prof. Jinbao Sheng, Director of NHRI Dam Safety Management Department, joined the SFCDRH team for field operations in Jiangxi from 12 to 22 July. The team arrived late in the evening of 12 July and started their operation early on the morning of the next day. They visited 29 suspected defective spots of the levees, and another 4 at branch or island levees, and assisted local authorities to take treatment of the defective spots and make emergency plans, providing expert opinions for ensuring performance of the levees.

Vice Premier Wang Yang and Minister Chen Lei of Water Resources inspected the Yangtze levees on July 16 and spoke high of the team's operations.

Wang stressed that emergency responses should be based on thorough and sufficient technical considerations to ensure the performance of the levees. Minister Chen Lei requested that the team should stay until water level drops back to normal and all the defective spots have been ruled out or properly treated.

The Yangtze shoreline in Jiangxi Province runs for a total length of about 152km with a levee length of 126km, laying high pressure on flood control at a geographically large area. By 20 July the local authorities reported to SFCDRH 29 potential defective spots in total of the Yangtze levees. The team eliminated 18 of them, and also determined that the rest 11 should be further observed. Meanwhile they found another defective spot to be further observed.

The team stayed as per Minister Chen's request and concluded that after proper emergency responses, defective spots in the levees have been properly treated, and breaching and flood risks are within control.

Now water level of the Yangtze is still about 1.17m above the alerting level, and the levees have been soaked in water for more than half a month, which is still challenging the local flood defense capabilities.

They suggested before leaving Jiangxi that it is still essential to keep a close eye on the performance of the levees, especially that of the defective sections, and take immediate actions in case of any anomaly. They also suggests that local authorities take into consideration of both flood defense and drainage, and make preparations in advance for reinforcement after the flood season.
