Academician ZHANG Jianyun Leads an Expert Team for Urban Flood Control Investigation in Qingdao and Ganzhou

A Delegation Led by ZHANG Jianyun Investigated Flood Control and Waterlogging Prevention of Badaguan, an Old Urban Area of Qingdao City

Special Symposium on Urban Flood Control and Waterlogging Prevention in Ganzhou City

In the context of global warming and rapid urbanization, there is a tendency of increasing and intensified rainstorms in Chinese cities. The phenomena of flooded cities occur each year, which mean urban flooding and waterlogging become more and more prominent. A major consultancy research project, Strategy and Countermeasures of Urban Flooding and Waterlogging Disaster Prevention in Chinese Cities was approved by the Chinese Academy of Engineering (CAE).

According to the research program, an expert team led by Academician ZHANG Jianyun investigated the urban flood control in Qingdao City and Ganzhou City during July 5-9, 2016. CAE academicians ZHONG Denghua, WANG Chao, GUO Renzhong, HU Chunhong, Fellow of the Royal Swedish Academy of Engineering, WU Zhiqiang, Director-General of CAE Department Two, GAO Zhongqi and experts from NHRI participated in the investigation.

On the morning of July 6, the team investigated the flood control and waterlogging prevention facilities of Badaguan, an old urban area of Qingdao City. On that afternoon, they investigated the engineering site of flood control and waterlogging prevention at the New District along the west coast of Qingdao City, had a meeting with Mr. WANG Jianxiang, member of Qingdao Municipal Standing Committee and his colleagues with west coast development district, and listened to the reports of overall planning made by New District Planning Bureau and of urban flood control and waterlogging prevention made by Urban Management Bureau. Academicians and experts affirmed the development ideas of exploration and innovation, ecological priority, industrial connection, intensive construction and win-win cooperation of the New District in Qingdao, and put forward concrete suggestions on the construction of international first-class ecological intelligence district and ecological civilization demonstration district with the help of high positioning and scientific planning.

On July 8, the team had field visits to flood control engineering at Fushougou, Guijiaowei Park and the south bank of the Zhangjiang River and toured around Museum of Historical Culture and City Development so as to learn more about the city planning, water system distribution, flood control and waterlogging prevention of Ganzhou City. A special discussion on urban flood control and waterlogging prevention was held as well.

Academicians and experts gave positive affirmation of the achievement of urban flood control and waterlogging prevention in Ganzhou City, and provided suggestions for future flood control by adhering to the concept of “Science, Planning, Ecology, System and Sustainability”, further improving infrastructure and taking full advantage of internet+ technology for the establishment of stereo perception acquisition system and intelligent dispatching management system so as to strengthen the early warning, scientific regulation and emergency management of urban flood control.
