On Nov. 18, 2016, the Department of International Cooperation, Science and Technology (DICST) of MWR organized an acceptance meeting to assess the MWR public-good research project “Quantitative Description and Diagnostic Technology of Total Water Consumption and Water Use Efficiency Control Red Lines” in Nanjing. The expert panel consisted of experts with China Institute of Water Resources and Hydropower Research, MWR Science and Technology Committee, Yellow River Conservancy Commission, Hai River Water Resources Commission, Pearl River Water Resources Commission, Taihu Basin Authority, Hohai University, Jiangsu Province Hydrology and Water Resources Investigation Bureau, etc. Director ZENG Xianghui with MWR DICST, vice President DAI Jiqun with NHRI, and relevant team researchers attended the meeting. Aiming at the practical needs of the most stringent water resources management implemented in China, the project proposed a quantitative description method of total water consumption and water use efficiency control red lines, based on the analysis of water consumption of different sectors and influencing factors of water use efficiency. A quantitative correlation between the key description indices and performance indices of total water consumption and water use efficiency red lines is established, and a calculation method of converting water consumption of an assessed year in one region into water consumption in normal precipitation year raised. A control assessment model of regional total water consumption and water use efficiency is set up by introduction of game theory method and matter element extension method. A layered traceability diagnosis method is proposed for the problems of regional total water consumption and water use efficiency control. The research findings have been widely applied to relevant assessment of the most stringent water resources management in Jiangsu, Guangdong and Jiangxi provinces with good effects achieved. The expert panel unanimously agreed that the research tasks had been comprehensively fulfilled with outstanding progress and expected goals after carefully listening to the results report made by the project leader. The project passed the acceptance check.
