The standard of the Ministry of Water Resources (MWR), P. R. China, SL/Z 720-2015 Guideline for Emergency Planning Compilation of Reservoir Dam Safety Management, chiefly drafted by NHRI and MWR Dam Safety Management Center and co-drafted by National Engineering Research Center of Water Resources Efficient Utilization and Engineering Safety, was officially issued by MWR on Sep. 22, 2015, and will be implemented on Dec. 22, 2015. The Guideline is composed of 8 chapters and 7 annexes, including general provisions, front cover and title page, compilation instructions, analysis of emergent incidents and their consequences, emergency organization system, operation mechanism, emergency safeguard, publicity, training and rehearsal. Emergency planning of reservoir dam safety management is a pre-made plan to avoid or reduce the possible losses of life and property caused by emergent incidents of reservoir dams, an important non-engineering measure to improve the ability of the society, public and dam operators to deal with unexpected incidents and reduce dam risks, and a significant governing document in the concept of risk management. The issue and implementation of the Guideline will provide the standard and scientific instructions for emergency planning compilation of reservoir dam safety management, enhance the ability to cope with reservoir dam emergencies, and practically guarantee the reservoir dam safety, with good social and economic benefits of disaster prevention and mitigation.
